I haven't found it yet, so it's possible I'm overlooking, but is there a way to reply to a post in general or must you reply to a specific post and have that post quoted by default?

Yeah, doublechecking. There is no REPLY to this thread function. You can reply to someone else who previously posted on it, and by default it will want to include the quote of the person(s) whom you are replying. But to smply reply in general.

Hmm, maybe 'm speaking to soon, let me check out this "NEW POST" feature, or will that initiate a new thread?

New topic I mean. Yeah, if you select NEW TOPIC it'll want to create a new thread.

So I'm not sure if it's a bug or anything, but it might be cool to have the ability to post a general reply to an exsisting thread without having to specifically reply to an individual post within a thread.

Just an idea.

Just don't select to quote the post you are replying to . . . the forums are going to undergo a major overhaul in the future.
